Chief Executive Officer
Latoya Wilson
Sandria Foster Care Agency was founded by Latoya Wilson, a passionate advocate for children and families, who grew up in Las Vegas and has spent years deeply connected to the foster care community. Having fostered children for several years and receiving extensive training through Clark County’s Department of Family Services, Latoya brings a wealth of experience and compassion to the agency. With a background working in the Clark County School District, Latoya has gained invaluable insight into the complexities of childhood development, trauma, and behavioral patterns. This unique blend of personal experience and professional expertise fuels Sandria’s mission to provide safe, supportive, and nurturing environments for children in need.

Agency Director
Elisheba Moore
Elisheba Moore is a dedicated mental health professional with 16 years of experience in the field, including 12 years as a compassionate and committed school counselor. With a deep passion for supporting children’s mental well-being, she strives to foster their emotional growth, stability, and success. Throughout her career, Elisheba has worked tirelessly to provide guidance, advocacy, and resources to help students navigate academic, social, and emotional challenges. Her mission is to create a nurturing environment where every child feels heard, valued, and empowered to reach their full potential. Her educational background includes a Bachelor’s Degree in Psychology, a Master’s Degree in School Counseling and a Master’s Degree in Addictions Psychology.

Case Manager
Kimiko Walton
As a student affairs administrator and practitioner of student success, achievement, and degree completion, Ms. Walton has 20 years of higher education experience and demonstrated excellence in serving students and families in Southern Nevada. She has shown an unwavering commitment towards helping to develop a college-educated community that promotes the personal, social, and academic growth and development of all students. A native of Las Vegas, Nevada, Ms. Walton’s strong focus on education and community collaboration has led her to many leadership and volunteer opportunities. She is a strong advocate for educational attainment and child well-fare and wholeheartedly strives to make a positive impact within the community she serves.

Clinical Services
Jody L. Marshall
Jody L. Marshall, MS, LCPC, LCADC-S utilizes more than 20 years of coaching, teaching, and facilitation experience to assist communities, families, and individuals to self-actualize by learning to be mindful and proficient at understanding and managing mental, emotional, and behavioral health. Serving as the primary practitioner of Marshall Mental Health, LLC, established in 2015, Jody also serves as the Clinical Director at Community Counseling Center of Southern Nevada; coordinating and developing programs for individuals, couples, families, and adolescents with mood disorders, psychotic disorders, substance use disorders, relationship concerns and trauma; as well as training and supervising clinicians and student interns.

Turkesa Chatman
Turkesa Chatman is a Grant Administrator with the Clark County School District, with over 31 years of professional experience in business and finance. Additionally, Turkesa is certified as a Loan Signing Agent and Notary for the State of Nevada.
